In May 2025, Florida passed House Bill 1105. In August 2025, the Florida Board of Education implemented the rule eliminating the Certificate of Completion (COC).

 

This means:

• Seniors who do not meet ALL graduation requirements (credits, GPA, and assessments) will NOT receive a COC.

• They will NOT be able to walk across the stage at graduation.

• They MUST remain enrolled until all requirements are completed.

 

For many seniors who thought they were close to finishing, this law means they could leave high school empty-handed, without any credential for jobs or college.
